Due to the huge amount of opposite charges on the sun and the earth, the electrostatic force of attraction will be large. Gravitational force is also attractive in nature. Hence both the forces will be added. Both the forces obey inverse square law and are central forces. Since both the forces are of the same nature, all three of Kepler's laws will be valid.
