Who runs what #
MCC for the All India Quota and deemed universities; your state authority for everything else.
The Directorate General of Health Services, acting for the Medical Counselling Committee, prepares the merit list from All India Ranks and conducts counselling for the 15% All India Quota, deemed and central universities, ESIC, AFMS and central-pool seats.
State counselling authorities run their own two-round process for the 85% state quota, and are also responsible for admission to private medical and dental colleges within the state. Their eligibility rules — domicile, schooling — are set locally and are not uniform.
The six steps #
Register, lock choices, receive an allotment, report — with a second round if you are not satisfied.
- Registration. Register on the MCC site, provide the requested details and generate the registration slip.
- Choice filling and locking. Enter courses and colleges in order of preference and lock them. Locking is only available during a set window each day.
- Seat allotment result. Published within a few days; you are notified by SMS or email.
- Modify and lock again. If you are unhappy with the allotment, you may revise and re-lock your choices.
- Report to the allotted college. Pay the initial fee and complete admission formalities in person.
- Second round. If you are still not satisfied, you may enter the second round of counselling.
Choice order matters more than choice count. The allotment engine works down your list in the order you set — a college you would actually attend should never sit below one you would decline.
Documents to carry #
Nine documents, in original. A candidate who cannot produce them is not admitted.

- Class 10 and Class 12 passing certificates
- NEET admit card
- NEET rank card or rank letter
- Category certificate — if applicable
- Birth certificate
- Eight passport-size photographs
- Identity proof
- Provisional allotment letter
Carry attested photocopies of each alongside the originals. This is the single most common avoidable failure at the reporting stage.

Two rounds and a mop-up, each with an allotment, a reporting deadline and a joining deadline.

Central and state timelines run in parallel, not in sequence, which is why anyone holding an All India Quota allotment and a state one has two calendars to watch. Every stage ends in a deadline, and missing one forfeits the seat — no round reopens for an individual candidate.
